Police Investigating Homicide; Suspect in Custody

On Wednesday, August 5, 2026, at approximately 1:30 p.m., the Parsons Police Department responded to a report of a shooting in the 1200 block of Southwest 10th Street.
Lieutenant Kyle Wiford was one of the first officers to arrive on scene. Upon his arrival, he quickly identified and safely detained the suspect, Billy Ray Duncan, 27 years of age, who was taken into custody without incident. Duncan was subsequently arrested on suspicion of homicide.
The victim, Gabriel Kaine Duncan, 35 years of age, was pronounced deceased at the scene by the Labette County Deputy Coroner. Both suspect and victim lived at the residence.
Detectives and officers remain actively engaged in processing the scene, conducting interviews, and gathering evidence. The investigation remains ongoing, and formal charges will be determined by the Labette County Attorney's Office following a review of the complete investigation.

Parsons Police Chief Robert Spinks expressed his condolences to those affected by the tragedy. "Our hearts go out to the family and friends of Gabriel Duncan during this incredibly difficult time. Any loss of life is a tragedy that deeply impacts not only those closest to the victim but our entire community. I want to commend the responding officers for their swift and professional actions in safely taking the suspect into custody and securing the scene. Our detectives are committed to conducting a thorough and complete investigation to ensure that the facts are presented and justice is served. We ask the community to keep everyone affected by this incident in their thoughts and to allow the investigative process of this domestic violence related homicide to move forward."
Additional information will be released as it becomes available and as doing so will not compromise the ongoing investigation.
