UNDERSTANDING THE ROLE OF LAW ENFORCEMENT
Homelessness and poverty are not crimes.
Law enforcement can conduct welfare checks, address criminal activity and immediate threats to public safety, provide information about available resources, and help connect individuals with appropriate service providers.
Police officers are not a replacement for homeless services, housing programs, medical providers, mental-health professionals, substance-use treatment programs, or social-service agencies.
A competent adult generally retains the right to accept or refuse available assistance. When an adult refuses shelter, treatment, transportation, benefits, or other services, law enforcement may have limited legal authority to intervene unless criminal activity, an emergency, or other circumstances establishing lawful grounds for intervention are present.
Help can be offered. Resources can be provided. But when the law allows an adult to refuse assistance, that decision must be respected.
