Parsons Registered Offender Program (PROP) Update for 2024

The Parsons Police Department is proud to announce the results of the 2024 compliance checks conducted through the Parsons Registered Offender Program (PROP). Throughout the year, PROP conducted a total of 84 compliance checks on registered offenders within the City of Parsons.

During these checks, 16 offenders were found to be non-compliant with their registration requirements. The breakdown of non-compliant offenders is as follows:

•                     7 Sex Offenders

•                     3 Violent Offenders

•                     6 Drug Offenders

As a result of these findings, 16 felony cases were presented to the Labette County Attorney's Office for review and potential charges. The enforcement efforts led to 10 full custody arrests. Additionally, 6 cases were forwarded for charges related to violations discovered while the offenders were already in custody for other reasons or could not be physically located at the time of the compliance check.

The charges included:

•                     8 counts of Violation of Offender Registration

•                     40 counts of Aggravated Violation of Offender Registration

Through the dedicated efforts of PROP and strict enforcement measures, the City of Parsons achieved a significant milestone. As of the end of January 2025, there was a 100 percent compliance rate across all categories of registered offenders (Sex, Violent, and Drug) for quarterly registrations within the city. PROP began in December 2020 when Parsons had a 41 percent non-compliance rate. When this high percentage of non-compliance was found Parsons Police Department implemented PROP to get compliance back on track through enforcement, and compliance verifications.

The Parsons Police Department remains committed to ensuring community safety by holding offenders accountable and maintaining strict oversight of registered individuals. The success of PROP is a testament to the department's dedication to proactive law enforcement and public safety.

Since PROP's inception in December 2020 to December 2024, PROP has conducted a total of 116 compliance checks and conducted 64 felony investigations-resulting in 100 Aggravated Violations and 250 Violations of the Kansas Offender Registration Act. This added effort from PROP has motivated officers to seek out compliance with registered offenders when conducting routine patrol. This aids PROP in providing a higher level of compliance with the registered offenders in Parsons. These compliance checks can be done during traffic stops or other calls for service as officers interact with registered offenders.

He found a need in the community and created a program to address that need. This program from its inception was all Lt. Wiford's hard work and dedication and it is very successful because of that. Lt. Wiford's motivation and dedication to the community is a true testament to his desire to make the City of Parsons a better place to live."
