Parsons Police Department Releases 2025 Annual Report

The Parsons Police Department has released its 2025 Annual Report, highlighting another year of strong public safety performance, declining crime, and continued investment in community policing.
The report demonstrates encouraging crime trends throughout the community while showcasing the department's continued focus on transparency, professionalism, accountability, and partnerships with the citizens of Parsons.
One of the most significant findings from the Kansas Bureau of Investigations (KBI) Annual Crime Report is the continued reduction in crime during 2025. Most notably, aggravated assault and battery offenses decreased by more than 17 percent compared to the previous year. Robbery incidents also remained relatively low and well below historical highs, reflecting the department's proactive policing efforts and collaborative partnerships throughout the community.
"Our officers work hard every day to build relationships while aggressively addressing crime," said Chief Robert Spinks. "These results demonstrate what can happen when officers and citizens work together toward the common goal of creating a safer community."
Although crime declined, police activity remained extremely high throughout the year. In 2025, the Parsons Police Department:
- Responded to 29,477 calls for service
- Conducted 2,825 traffic stops
- Made 899 arrests involving 594 individuals
- Investigated 133 traffic crashes
- Issued 1,186 traffic citations
- Conducted over 18,000 citizen contacts and calls for service through the Patrol Division
The department continued emphasizing education over enforcement during traffic enforcement efforts. Only approximately one out of every four traffic stops resulted in a citation, reflecting the department's commitment to voluntary compliance and community-focused policing rather than enforcement alone.
Traffic safety efforts also produced positive results. Total crashes decreased from 2024 while remaining below long-term historical averages. Only 24 of the 133 reported crashes resulted in injuries, suggesting continued improvements in roadway safety throughout Parsons.
Professional development remained a priority as the department prepared to host all three FBI-LEEDA leadership courses during 2026, while leadership continued preparing for Kansas Law Enforcement Accreditation (KLEAP), an important milestone that reflects adherence to nationally recognized professional standards. This was accomplished in early 2026.
Community engagement remained at the forefront of department operations. Programs such as Coffee with a Cop, the Annual Public Safety Fair, Shop With a Cop, school resource officers, crime prevention assessments, and numerous community events continued strengthening relationships between officers and residents.
The Parsons Police Legacy Fund also experienced another successful year by expanding community investments through educational scholarships, youth athletics, and charitable initiatives. Proceeds from the Guardians of the Green Charity Golf Tournament helped establish the Parsons Police Legacy in Leadership Scholarship through the Labette Community College Foundation while also supporting local youth programs.
The department's Community Service Officer continued addressing quality-of-life concerns by responding to more than 500 animal-related incidents while supporting patrol operations during staffing shortages. Innovative programs such as Trap-Neuter-Release and community cat sterilization vouchers continue helping address long-term animal control challenges through community partnerships.
The Investigations Division remained active throughout the year, investigating major crimes, expanding narcotics investigations, strengthening domestic violence victim advocacy, and working closely with local, state, and federal law enforcement partners.
Technology and transparency also continued to expand. During 2025, the department issued 53 official press releases, published more than 423 Facebook posts, launched an official Instagram account, and welcomed over 242,000 unique visitors to the department website, ensuring citizens had greater access to information than ever before.
Perhaps equally important as the crime statistics, the 2025 Community Survey continued to demonstrate strong public confidence in the Parsons Police Department. Nearly 80 percent of respondents indicated the department is effectively addressing community problems, reinforcing the trust that has been built between officers and the community.
While the report highlights declining crime and numerous accomplishments, department leaders recognize public safety is an ongoing partnership. "The statistics tell only part of the story," Chief Spinks said. "Behind every number is an officer who answered a call for help, a dispatcher who remained calm during an emergency, an investigator who pursued justice, or a citizen who partnered with us to solve a problem. Public safety is a shared responsibility, and we are grateful for the continued support of our community."
