Busy Weekend Yields Three Arrests for Parsons Police

The Parsons Police Department responded to several serious and high-risk incidents over the weekend of December 19-21, 2025, requiring coordinated patrol, investigative, and supervisory response. The incidents included a domestic violence call involving a firearm, a mental health-related disturbance resulting in significant property damage, and a felony theft investigation that relied heavily on citizen reporting and follow-up investigation.
On Sunday, December 21, 2025, officers responded to a reported domestic disturbance at a residence in the 2200 block of Belmont Avenue. Officers arrived to find a female victim and her young child outside the home. During the investigation, officers made contact with an adult male inside the residence who became increasingly confrontational and attempted to leave while officers were conducting interviews. As officers attempted to detain the individual for safety reasons, he resisted and repeatedly reached toward his pocket despite commands to stop. Officers were able to safely place the suspect into custody, and a loaded .40 caliber handgun was recovered from his pocket. The suspect, who was identified as Tyler Powell was transported to the Parsons Police Department and booked without further incident. The charges sent to the prosecuting attorney include Domestic Battery, Endangering a Child, Aggravated Assault of Law Enforcement Officer, Battery on Law Enforcement Officer, Interference with Law Enforcement Officer and Assault. The investigation remains ongoing, and charges are pending review.
Earlier that same day, officers were dispatched to the 3100 block of Southern Avenue after receiving reports of a male subject who had fled from a care facility and was actively damaging nearby homes with a brick. Officers located the subject while he was still in motion and issued multiple commands to stop. When the subject refused to comply and posed an ongoing risk to the public, an officer deployed a Taser to safely stop him. The subject was evaluated by emergency medical personnel and later returned to the custody of care facility staff. Officers documented damage to multiple residences in the area. Officers were called back to the area for a second time for more criminal damage reports. This time the officers arrested the subject despite mental health issues due to the fact staff were no longer able to control the subject and because of the danger to citizens and their homes. The subject was arrested and taken to Labette County Jail on charges of Aggravated Assault, Disorderly Conduct, Interference with Law Enforcement Officer and Criminal Damage to Property. The charges are pending review by the prosecuting attorney's office.
On Friday, December 19, 2025, officers responded to a report of suspicious activity near a residence on Queens Road after a citizen observed an individual running through a field and dropping a clear donation box containing cash. Through investigation, officers determined the box had been stolen from a local hotel and was being used to collect donations for a medical fundraiser. Officers conducted follow-up at multiple businesses, reviewed surveillance footage, and utilized information provided by community members and local businesses. The suspect was later located and taken into custody. Charges in the case include Aggravated Burglary, Theft, Criminal Damage to Property, and Interference with Law Enforcement, and the case has been forwarded to the Labette County Attorney's Office for prosecution. The subject was identified as Khaalid Lathrop-Ragland who was released from Labette County Jail at 9:50 am before getting a ride to Parsons. The first call for the theft from the hotel was at 4:12 pm. Khaalid was again arrested by 8:16 pm. The subject was the suspect in a previous case that stemmed from a stolen vehicle in Texas that hit on a Flock Camera, which lead Parsons Officers on a short foot pursuit before being apprehended.
"These incidents show the wide variety of situations our officers respond to in a single weekend, and the level of professionalism required in each one," said Patrol Lieutenant Kyle Wiford. "Whether it's a domestic situation involving a firearm, a mental health crisis, or a felony investigation, our officers are trained to de-escalate, protect lives, and take appropriate enforcement action when necessary."
Chief of Police Robert Spinks emphasized the importance of community awareness and timely reporting. "Several of these cases were resolved because citizens paid attention to what was happening around them and took the time to call it in," Chief Spinks said. "We continue to encourage the public to remember: "See it, Hear it, Report it" Your call can make the difference in preventing further harm and keeping our community safe."
The Parsons Police Department reminds residents to report suspicious activity, domestic violence, or emergent situations immediately by calling 911 or contacting the Parsons Police Department. Community partnership remains a critical component of public safety.
These continue to be on-going investigations, and citizens are encouraged to "See It, Hear It, Report It." All suspects are presumed innocent until proven guilty in a court of law.
